I don't know how it calculates the proximity of locations... it seems a bit generous though, at least on the overworld. I did see while I was testing, that if I only had two Denjuu and the second one was REALLY far away, I would get a "no signal" message before a battle instead of picking my party. I think maybe this can only happen in "cave" locations, two overworld locations only ever seem to be about 5 turns apart?
