Part 6 - Barran

Before entering the city you might come across a Cortos, talk to him and he'll go into Freesia. Talk to the Bird Leader and head north to talk to the Snake Leader (L26) who is in no mood to listen and will fight you. Beat him and he'll be more reasonable and say he wants a toy from the Bird Leader.

Back at the Bird Leader's place, you find that the Cortos you saw earlier might know something. Head back to Freesia all the way to the cave where you got the prize from. Talk to then fight the L28 Cortos - the Ganraikou line has high speed and reasonable attack to back it up, so get 1 super effective type as back up.

Run back to the Bird Leader to get both level 2 passes - time to fuse and combine again. After you're done or out of chiru for items, go to the Snake leader to give the toy. From his home head west and to Ion Island.
