Paparuna waters you cannot swim in. Head to the northeast where a doctor is blocking the path and talk to him. Go around to the northwest and talk to another guy. Go to the jetty in the middle and you will see the doctor with his Octor.
Head to the lab in the northeast. Inside the Craft Research Center beat all the trainers and snatch useful Denjuu from them. Get the Key and use it on the locked door. Grab area specific denjuu as the building will lock after you're done here.
Beat the Octorifle L50 and head back to the jetty. The star teleport will take you into the tree and to Panses Village.
